Within the SUBMARINE department, the SOM (Submarine Operations & Maintenance) team is responsible for the operation, maintenance, and recovery of submarine cables. The SOM team is involved throughout the entire lifecycle of submarine cables, working in close collaboration with partners (consortiums, private companies): before commissioning by defining maintenance procedures (preventive and corrective), managing maintenance contracts, participating in repair operations, and also during cable decommissioning (lifting). The 12 members of the SOM team are located in Paris and Mauritius.
The team is organized around 3 hubs and is strengthened with this position in Mauritius attached to the SOM manager, in search of a central player for cross-functionality
Main Mission:
Office O&M (Operations and Maintenance) Manager for Submarine Cables (CSM), responsible for the operation and maintenance of:
i) Support to the SOM team regarding:
• O&M contracts under SOM responsibility (e.g., supplier maintenance, etc.)
• Consolidation of contractual Operational commitments for Orange's operational CLS (Cable Landing Stations): documentation base, definition of specifications, etc.
• Consolidation/drafting of Operational Processes/RACI/Handover phases with the various teams linked to SOM (other Submarine, Infrastructure, Operations-INOC teams, etc.) and Orange France intervention teams
• Support for RFPs concerning standard Operational commitments
• Definition and organization of Business Continuity Plans (BCPs), for example, hosted monitoring on Data Centers (OPCs) with failover between Val de Reuil and Chartres
• Definition and management of KPIs
• Consolidation and communication of SOM team reporting
ii) Support to the SOM manager in his role as O&M SC Chair, currently under the responsibility of the LION, LION2, FLY-LION3 and ACE consortia
• Verification of annual (true-up) station expenditures (third-party operators within the consortium): Cost Review Party (CRP) role
• Pre-validation of invoices sent by the CBP, O&M budget monitoring
• Contract monitoring: renewals, RFPs within the consortium (NOC, AIS contracts, etc.)
• Monitoring of Action Points from O&M SC meetings
iii) Develop and coordinate potential Orange-paid O&M services within the consortium
iv) Steering committee management, dashboard implementation, and support tools.

Profile & Skills:
10-15 years of experience in telecommunications, ideally in Operations
Possibility of a wide range of transferable skills: project management, technical knowledge, decision-making, negotiation and contracting skills, and expense management
Ability to acquire technical knowledge of optical transmission networks and submarine cables
Ability to specify (and ideally develop) information processing tools and manage documentation databases
Service-oriented approach
Excellent communication skills, both internally and externally (in French and English)
